Cut a piece of white tissue paper and from it make three strips of equal length. Round the ends to give them a ruffled shape. Then twist the ends of each strip twice. Stack the three strips on top of one another. Gather them in the middle and twist them twice as well. Hold the snowflake in the center and spread out its arms. The finished snowflakes can be hung up as a winter decoration.
